Yes, for those with their Maryland Permit to Carry a Handgun, you can carry in a bar or restaurant where alcohol is served open or concealed. Maryland law doesn't explicitly prohibit the consumption of alcohol either. But it does ban carrying while intoxicated, and there is no minimum threshold/legal limit for what that is as has been set with regards to driving.
As always, I do generally recommend that you don't consume alcohol while carrying a firearm.
